Release of the Special Action Plan for the Digital Empowerment of SMEs (2025–2027)
Ministry of Industry and Information Technology, Ministry of Finance, People’s Bank of China and State Administration of Financial Supervision
The Action Plan aims to promote the digital transformation of SMEs in key industrial clusters and urban pilot projects, with central fiscal funds supporting 100 cities in several batches to carry out digital transformation pilot projects. Objectives announced are to promote the digital transformation of 40,000 SMEs, including 10,000 specialised and innovative SMEs. Read the full text in Chinese > 

Opinions on the Reform, Innovation and Development of Digital Trade
General Office of the CPC Central Committee, General Office of the State Council
Newly released Opinions call for a higher level of opening up in the digital trade field, as well as active support for SMEs with unique competitive advantages, and stronger international cooperation in artificial intelligence, big data, cross-border settlement, and mobile payment. The Opinions encourage reforms and opening-up measures to be tested in digital service export platform carriers, free trade pilot zones and free trade ports. They emphasise the role of trade fairs such as CIIE, CIFTIS, and the Global Digital Trade Expo to promote exchanges and cooperation in digital trade. The Opinions call for easier market access and encourage foreign investment in the digital sector. Read full text in Chinese >

Action Plan Against Food Loss and Food Waste
State Council
The new Action Plan against food waste vows to strengthen international cooperation, supporting the organisation of international events, encouraging multilateral and bilateral joint research on food saving and loss reduction, personnel training and other cooperation and exchanges. The Plan calls for active participation in global actions to reduce food waste, aiming to achieve the United Nations’ goal of halving food waste by 2030. Read full text in Chinese >
