Regulations on Ensuring Payments to SMEs
State Council
The Regulations, that will enter into force on 1 June 2025, aim to promote prompt payments by government bodies and large enterprises to SMEs, protect their lawful rights, and improve the business environment. They establish payment timelines, prohibit abusive practices, mandate transparency, enforce penalties for violations, and assign supervisory responsibilities to various levels of government and relevant authorities. Provisions on the Settlement of Foreign-Related Intellectual Property Disputes
State Council
Effective from 1 May 2025, the Regulation aims to strengthen IP protection, support the lawful resolution of cross-border cases, and enhance China’s international business environment. For SMEs in particular, it encourages risk awareness, internal compliance, and cost-effective rights protection. Measures aim to address unfair treatment by foreign jurisdictions and support legal recourse against discriminatory actions. Read full text in Chinese >

 

Implementation Plan to Expand Job Opportunities in Key Sectors, Grassroots Areas, and SMEs
State Council
The plan focuses on promoting employment and entrepreneurship among priority groups and outlines targeted support measures such as training, financial incentives for enterprises, and expanded public services. An emphasis is placed on coordinated policy efforts, improved services, labour protection, and fostering an employment-friendly development model. Read the full text in Chinese >

 

Support Measures for the Development of International Consumption Centre Cities
MOFCOM
The Measures target five major cities to support the development of international consumption centres: Beijing, Shanghai, Guangzhou, Tianjin, and Chongqing. The policy aims to boost domestic demand, encourage consumption, promote high-level opening-up, enhance services, support international events, and improve the quality of retail and relevant services.
