Initiative for 2025 SME Campus Talent Recruitment
MIIT & Ministry of Education
The initiative aims to strengthen collaboration between universities and specialised, innovative SMEs. The initiative will run in two phases – April to June and October to December. Activities include SME specialised on-campus recruitment, university-SME talent matching, promotion of internship programmes, and broader employment support. The initiative also urges SMEs and local education departments to actively promote employment-support policies that such as job expansion subsidies, social security and training subsidies, and tax and fee reductions. Guideline on Upgrading Pilot Free Trade Zones
State Council
On April 21, China released a new guideline aimed at advancing the development of its pilot FTZs, promoting high-standard opening-up and high-quality growth. The guideline emphasises boosting goods and services trade, supporting digital trade innovation, and enhancing foreign investment access. It proposes establishing whitelists for importing medical and functional food items, promoting digital documentation, and facilitating cross-border data and financial flows. Measures for the Promotion and Management of the Catering Industry

Effective 15 June 2025, the new measures will support SMEs by encouraging digital transformation, improved resource sharing with food delivery platforms, and standard-setting participation. Approval of 15 New Cross-Border E-Commerce Pilot Zones
State Council
The State Council has approved the establishment of 15 new Cross-Border E-Commerce Pilot Zones, including Qinhuangdao, Dandong, Baoding, Erlianhaote and the entire Hainan Island. Local governments will be responsible for implementing detailed plans, while national authorities will offer policy support, encourage B2B model innovation, and apply favourable tax and customs measures such as VAT exemptions and overseas warehouse support. Implementation Plan for Digital and Smart Transformation of the Pharmaceutical Industry (2025-2030)
