Launch of 2024 Free Online Master Classes for Small and Medium-sized Enterprises
Ministry of Industry and Information Technology – MIIT

To inform and equip SMEs with knowledge on commonly encountered issues and to enhance their level of production and operation management, MIIT has launched this year several digital platforms with training courses and other free resources. These platforms include the China SME Service Network (website: www.chinasme.cn), Enterprise Microcourse (website: www.qiyeweike.com), as well as SME Excellence Training (website: zjtx.miit.gov.cn). Q&A on the 2024 Negative List for Foreign Investment

National Commission for Reform and Development
On 1 November, the 2024 Special Administrative Measures for Foreign Investment Access (Negative List) came into force, with a reduction of restrictive measures on the national negative list from 31 to 29, and the abolition of restrictive measures on foreign investment access in the manufacturing sector. Notice on the Implementation Scope Expansion of Tax Refund Policy at Ports of Departure
Ministry of Finance, General Administration of Customs, General Administration of Taxation
The extended policy of tax rebate at ports of departure shall be implemented for containerised goods which are shipped and declared for export from the place of departure by eligible export enterprises, and transported by State Railway Corporation of China Limited and its subsidiaries, by railway transit transport directly. Supplementary Announcement on the Implementation of Provisional Anti-dumping Measures on Imports of Brandy Originating in the European Union
Trade Remedies Bureau
From 15 November 2024, when importing spirits made from distilled wine in containers of less than 200 litres (commonly known as brandy), import operators shall provide a corresponding deposit or guarantee to the Customs of the People’s Republic of China. The deposit is levied on the basis of the dutiable price approved by the customs, and the calculation formula is: Deposit amount = (Dutiable price approved by the customs × Deposit collection rate) × (1 + Value-added tax rate at the import stage) ÷ (1 – Consumption tax rate at the import stage). Issuance of Antitrust Guidelines for Standard Essential Patents
State Administration for Market Regulation
In accordance with related regulations, these guidelines aim to prevent and stop any abuse of standard essential patents that exclude or restrict competition, to protect fair competition in the market, to encourage innovation, to improve economic efficiency, and to safeguard consumer interests and social public interests.
